In some cases, the updates simply do not start, while in others, they start fine, but become stuck at some point. Sometimes the update gets stuck due to conflicts with some other programs. In this case, try to start Windows with Safe Mode as it will not launch any unessential programs during startup. We have a whole tutorial on starting with Safe Mode here. This might sound extra, but some older devices will actually take several hours for Windows to update. Before making any attempt, give the computer a little time to check if the update is really stuck. If you don’t want to continue installing the Windows updates, you can stop the Automatic Maintenance feature.

Yes, you CAN use Windows 7 in 2021, you can even use it in 2050. But, remember that Microsoft will no longer bring out updates to the OS. If you have good enough hardware to switch to Windows 10, I recommend you should switch to 10, or even switch to Linux if you want. Go to Administrative Tools/Services, and stop the Windows Update service. Then go back to Services and restart the Windows Update service which will recreate all of those folders again. Then manually run the Update Service and everything should work.
